Bottom Line:
Unfortunately at this point, I’ve lost by 328 votes.
Uncounted Ballots:
While the counts above reflect numbers from all City of Chico voting precincts, as of 11/07/08 there are believed to be approximately 16,530 late arrival mail-in ballots and provisional ballots yet to be verified, and if verified – then counted.
The 16,530 is for the entire County of Butte, and includes approximately 6600 City of Chico ballots. So, I would expect to see the election night results rise by about 3000 votes for each of the top 4-5 candidates.
Yes, I am hoping that mine rise the most.
The number of ballots should fall into these 4 main categories:
1) Mail-in ballots received prior to Election Day, but not run through the verification process early enough to be included Election Night counts.
2) Mail-in ballots received at the Elections Office and polling places on Election Day
3) Provisional Ballots
4) Damaged ballots that could not be read by machine.
While the number of uncounted ballots is large enough to change the Chico City Council outcome it is statistically unlikely to do so. Primarily because the late mail-in and provisional ballots tend to follow the voting pattern of the election night poll voting.
But, twice in the past 10 years these ballots did change the outcome. Most significantly circa 2000 when the #2 after election night fell out of contention by the time the late mail-in/provisional were counted, and in 2002 when at this stage of the game Scott Gruendl was assumed to have won ahead of Larry Wahl. The late mail-in/provisional ballots changed that outcome, Larry won. Mr. Gruendl came back two years later to win.
Unfortunately, it appears likely that the County will not release any vote tally updates prior to releasing the final official election numbers sometime around Thanksgiving, and potentially not until December 2nd at the end of the 28 days allowed for the process.
Notes About the Vote Count Table Above:
-Vote For: There are (4) City Council seats open, so voters can vote for up-to 4 candidates.
-Total Votes: The number of individual votes for candidates. EG: If 100 voters vote for 4 council candidates, then that would count as 400 votes toward this running total.
-Times Blank Voted: In this case 3333 voters within the City of Chico did not vote for any City Council Candidates.
-Times Over Voted: 21 voters voted for more than 4 candidates, therefore none of that voter’s City Council votes were counted.
-Number of Under Votes: There were 3333 voters who did not exercise any of their City Council votes to count as 13,332 under votes (3333 x 4), plus there were another 7652 instances where a voter voted for less than 4 candidates to get to this number of Under Votes.
